Transition Manager shall be responsible for ensuring a seamless transition of RF-ITV IV sites from the current environment to the Contractor services covered by this Task Order. The Transition Manager shall remain in place from award of the Contract until the successful transition of the last RF-ITV IV site to be transitioned under this initiative. The Transition Manager shall report directly to the Contractor's PM and shall provide supervision and leadership to Contractor transition personnel and shall serve as the liaison with AMIS on transition-related matters. The Transition Manager shall prepare and submit for approval, transition plans for each site to be transitioned. These plans shall identify all major events, their dependencies, roles and responsibilities for successful event accomplishment, any unique resource requirements not provided for in basic Contract provisions and a detailed schedule for transition activity.
This position may be identified as a collateral duty to one of the permanent key positions. However, the Transition Manager shall have extensive experience in the successful (in terms of meeting established schedule and cost estimates with little or no adverse impact on customers prior to or during transition) transition of sites to performance-based service-level driven performance for initiatives of comparable scope and complexity.
The specialized experience associated with this position should include managing transition of RF-ITV Infrastructure Management or similar services to a commercial or Government customer enterprise of similar size, complexity and demographics.
The Transition Manager shall have the following:
Intensive and progressive experience in planning and managing transition of new customers to an initiative similar in nature, scope and complexity within the DoD (or other U.S. Government Agency);
Experience with supervision of substantial steady-state (post transition) operations similar in nature to those of this Contract which encompass user systems; integration, and training in diverse operating environments with people of various job categories and skills;
Excellent written and verbal communication skills, including experience in presenting material to senior Government officials; and
Proven skills in manpower utilization, procurement, training, problem resolution, and employee relations (including Subcontractors).
