Project Manager (PM) who will serve as the Government's primary point-of-contact and to provide supervision and guidance for all Contractor personnel assigned to the Contract. The PM is ultimately responsible for all aspects of the quality and efficiency of the RFITV IV effort to include both technical issues and business processes. The PM shall be an employee of the prime Contractor. The PM shall assign tasking to Contractor personnel, supervise on-going technical efforts, and manage overall Contract performance. The Project Manager shall:
Be qualified, experienced, and accountable for overall program performance;
Be accountable for delivery, key operations, and technical management of the Order;
Be accountable for performance and financial matters of the entire Task Order;
Demonstrate an understanding of Federal, DoD, and Army regulations within the scope of this requirement;
Supervise the administrative effort required by the Contract;
Administer employee relocation and security matters
Process appropriate security clearances
Provide general administrative support
Conduct cost and risk analyses, including:
Projected costs
Rough Order of Magnitude (ROM) pricing for new support projects, as requested
Strategies for optimizing Contractor cost effectiveness
The PM shall understand all RFITV IV operational and technical requirements as described in this PWS.
The PM shall have extensive experience and display skills with the following:
Intensive and progressive experience in managing an initiative similar in nature (i.e., RFID), scope and complexity within the DoD (or other U.S. Government Agency);
Leadership in a customer service environment with a global footprint;
Supervision of substantial operations which encompass user systems, integration, and training, in diverse operating environments with people of various job categories and skills;
Quality assurance environment that includes, at a minimum, knowledge of: customer satisfaction tracking; user complaint and monitoring programs; and Quality Control (QC) programs;

Providing excellent written and verbal communication skills, including experience in presenting material to senior Government officials;
Manpower utilization, procurement, training, problem resolution, and employee relations (including Subcontractors);
Performance based service contract delivery management to include Service Level Agreements with metrics and taking decrements for not meeting Performance Standards.
