Performs a wide variety of military and civilian personnel activities.  Serves as a clerical expert in independently processing the most complicated types of personnel actions, e.g., administrative separation of a military service member from active duty.  Responsibilities may include organizing, maintaining, and reviewing personnel records, entering and retrieving personnel information using computers, and preparing organizational charts, writing official correspondence, and preparing reports. Identifies and coordinates advocacy on behalf of a Soldier or their Family members in a particular subject area, (e.g., credit counseling).  Provides personnel with information and or referrals to military and civilian community resources.  Receives clients visiting or telephoning to determine type of assistance needed.  Provides information requested or refer the client to appropriate military or community resource.  Interacts with customers in compliance with professional and military customs and courtesies. Maintains resource database on all local military and community social services.

 

Junior

Duties as described above. 

 

Mid-Level

Duties as described above and expanded to include:  Coordinates and directs the efforts of human resource specialists.  May perform tasks beyond routine clerical such as: pre-employment drug screening and new hire orientation, responding to routine questions on policy and procedures, and/or provide reports on employee turnover or time and attendance. Establishes linkages with employers to develop job opportunities for transitioning Soldiers and civilians.  Markets outplacement program and skills of personnel being outplaced.  May evaluate and consolidate information from various sources under short deadlines, such as internal or external survey information, reporting on unit employment statistics (retention, equal opportunity reporting, etc).  Conducts quality control/remedial training efforts to ensure effectiveness and customer satisfaction.  Responds to customer concerns/complaints.  Coordinates and communicates with program manager and Government leadership.

 

Senior

Duties as described above and expanded to include:  Manages a contract outplacement office or human resource services activity located on a government installation or serving government personnel located at multiple locations. Coordinates human resource services with government managers. Advises government managers on office hours and event scheduling.  Implements new procedures and policies directed by responsible contract and government managers. May coordinate and integrate military funeral honors program. Coordinate and review funding documents for related program.  Coordinate liaison with funds manager in other organizations.  Conduct monthly review of un-liquidated obligations report.  Finalize, copy, and distribute command guidance and directives.  MA/MS in training & development, human resource management, counseling or related field.
